The Township of Langley, B.C., are proud to be hosting the Bell Canadian Track & Field Championships once again for the 2023 edition.
In a same light as the 2022 edition, the 2023 edition will include national championships for Senior, U20, Para Athletics and Combined Events, serving as Trials for the World Athletics Championships.

Please note that the final Para schedule will be determined based on entries and sport class combinations in line with the new Para Events and Medal Allocation Guidelines. It is very important that all Para Athletes review these guidelines before registering to confirm their event eligibility.

Registration
Registration is now CLOSED.
- The deadline for athletes to register was July 17th at 11:59 p.m. (Eastern Time).
- The deadline for coaches to register was July 17th at 4:00 p.m. (Eastern Time).
Entry Standards
The entry standards can be found below.
Those without standard, Olympic stream only, will need to advance through the qualifier portion of the Championships or, in the case of timed finals, will be seeded based on seed time.
- There are no entry standards for the Heptathlon and Decathlon events.
- There are no standards for Para athletics events; however, all competitors must be nationally classified at the time of entry or will go through the classification process (more details can be found below) on July 24 & 25, 2023 if this is their first time attending the Canadian Championships.
Race Walk event

The 10K and 20K Race Walking Championship events will be held on Saturday, July 29th starting at 7 AM (PT) at Mcleod Athletic Park.
The course has a valid international course measurement certificate and a minimum of three (3) international or regional race walk judges will be on duty for the competition results to be valid:

Coach Pass
- Coaching Passes are designed to allow an athlete’s coach access to specified areas that may include: the stadium, warm-up area and/or practice track for the purpose of preparing for competition and access to seating in the competition venue in order to support your athlete.
- Credentials are non-transferrable, and each coach will only be allowed to receive a maximum of one credential per category.
- Coaching passes demonstrate that the individual has completed the required training, certification, screening, and safe sport education.
- Earn a Professional Development (PD) point with coaching pass when attending the championships.
Requirements:
Club coach certified status (or Performance Coach trained, or Performance Coach certified) status.
- Current (2023) member of an Athletics Canada member branch and provide a valid NCCP # to receive accreditation.
- Non-Canadian coaches need to contact Andrew Cameron to register. Non-Canadian coaches must be registered with their respective national governing body.
Athlete Bib Pick-up
Athletes can pick up their competition bibs at Mcleod Athletic Park during the designated times below.
July 26th
Location: Accreditation tent in the FanZone (entrance of MAP)
Time: 12:00 p.m. (PST) to 6:00 p.m. (PST)
July 27th-30th
Location: Accreditation tent in the FanZone (entrance of MAP)
Time: Starting at 7:30 a.m.
Each athlete will receive two competition bibs; one with their name and one with a number. All athletes must wear the name bib on their chest, and the number bib on their back, except in jumping events where only the name bib may be worn either on the chest or back and in wheelchair racing events where the bib is worn on the back of the racing chair. For seated throws, there will also be an additional number provided to be placed on the throwing chair. Bib numbers will be distributed during the registration process. Hip numbers will be provided in the Call Room.
An ATHLETE accreditation pass will also be provided to all athletes along with their race package. The accreditation pass will permit in and out access to the event venue throughout the entire Championships.

Athlete Eligibility
Athletes must be a 2023 Athletics Canada member to enter the Bell Canadian Track & Field Championships. All athletes must be citizens of Canada and eligible to represent Canada in international competition. Non-citizens who are Athletics Canada members are welcome to compete but will not be declared Canadian Champions and receive a medal, award, or financial recognition. Non-Canadians that enter cannot displace a Canadian in a final. In the case of certain field events, an extra Canadian athlete may be taken to extend the field. If you do not have a 2023 membership, please complete a membership application first with your Provincial/Territorial branch.
Athletes may compete a maximum of one age category up at Athletics Canada National Championships except for Under-16 Championships. For example, Under-18 aged athletes may move up and compete in National Under-20 Championships and Under-20 aged athletes may move up and compete in the Open/Senior National Championships.
For rules relating to eligibility to compete in a Canadian Championships, please refer to Athletics Canada’s Technical Rules
Eligibility of Entry Performances
Athlete performances will be pulled directly from the Athletics Canada Rankings system. Only performances listed in the Athletics Canada Rankings system will be eligible for entry into the Championships. If you have any questions regarding the ranking system, please contact results@athletics.ca.
Qualifying period for performances
Qualifying performances must appear in Athletics Canada’s online rankings. The qualifying period is January 1, 2022, to July 23, 2023. If entry performances cannot be found, the entry may be refused.
Entry Qualification Process
All Athletics Canada members in good standing are eligible to register for the Bell Canadian Track & Field Championships. Athletes who have made the entry standard, within the qualifying period, will automatically advance to the championship portion of the competition. Athletes without the entry standard will compete in the qualification round in order to advance to the championship. There will be at least one spot available per event for athletes to advance from the qualifiers into the championships.
There are no entry standards for Para athletics competition. Competition is open to all members provided they are Nationally classified at the time of competition. Wherever possible, Para sport classes will be combined to create the most competitive environment for athletes.

Para Events Guidelines
Para-Athletics
In the Paralympic program, sport classes are often combined to provide more depth of field at the Paralympics and other major Games/International Para Athletics events. Sport Classes are combined based on similar function in the given event and not every event is offered for each sport class. To provide viable and meaningful competition, the following will be applied to schedule and award medals at the Nationals Track and Field Championships.
Para Track Events
- In the instance where an event (i.e., T34 800m) is part of the upcoming Paralympic Program (i.e., Paris 2024) athletes will be seeded in their event by time following the official Paralympic Medal Event Program sport classes. When numbers in such events meet a minimum entry of at least two (2) competitors medals will be awarded by the order in which the athletes cross the finish line.
- In the instance where an event is part of the upcoming Paralympic Program (i.e., Paris 2024) but the number of competitors in each sport class is less than two (2), sport classes will be combined based on event type (i.e., wheelchair racing, ambulatory track) and athletes will be seeded by time. Medals in these events will be awarded by World Para Athletics Points Scores.
- In the instance where an event is not part of the upcoming Paralympic Program but is included in the WPA Points Scores Calculator and is offered at the Championships, athletes with an eligible impairment type and sport class may register to compete in a mixed sport class race if the total number of competitors is at least two (2). Sport classes will be combined based on event type (i.e., wheelchair racing, ambulatory track) and athletes will be seeded by time. Results will be combined with athletes in 3.4.2 and medals in events such as these will be awarded by World Para Athletics Points Scores.
Para Field Events
Events will be divided as follows and classes will be combined for competition:
- Female seated throws
- Male seated throws
- Female Ambulatory throws
- Male Ambulatory throws
Results will be calculated using the same principal laid out above for track events.
In the instance where the depth of field for ambulatory throws is small, the Para Athletes will be integrated with the Olympic stream athletes, but medals will be awarded separately following the principals laid out above.

National Para Classification
The National Classification schedule can be found HERE (as of July 21st).
The following athletes will be required to attend classification prior to competing:
- Para athletes attending the Canadian Championships for the first time and DO NOT have an international classification.
- Para athletes who have a national review status classification

Technical Information
- There will be no technical meeting. All information will be available online. Technical questions should be submitted to maxim.chiasson@athletics.ca, no later than July 21st, 2023.
- If an athlete does not scratch and does not present themselves to their event, they will be disqualified from the remainder of the Championships (unless medical documentation is provided). More on scratch deadline in next section.
- Implements will be made available by the organizing committee. Personal implements will also be allowed, provided they are checked-in three hours prior to the event, pass inspection, and are made available to all other competitors until the end of the event. Personal Implements for morning sessions must be checked in the night before.

- The Technical Information Centre (TIC) will be located at North End of McLeod Stadium and will serve as the link between the organizing committee and athletes/coaches.
- Athletes and coaches will pick up their registration package at the McLeod Sportbox located outside of the stadium on 57a ave.
- Questions that arise throughout the Championships will be answered at the TIC.
- All protests must be filed at the TIC.
- Results and start lists will be available online to minimize paper. A hard copy of the results will be posted in the TIC. Additional paper copies will be made available at the TIC if necessary.
- Official results will be available on the Championships website.
- In the event of weather-related concerns, the decision to suspend competition will be at the discretion of the Championships executive team, made up of the Meet Director, Competition Director, and Technical Delegate.
- All 4x400m Relays will be run with a 3 turn stagger. Rationale: To simulate conditions at International Championships.
Please note some events do not have qualifying sections listed in the schedule due to historically lower entry numbers than would be required to hold a qualification round. Should these events have sufficient entries this year, a qualification round may be added on Thursday, June 23 for those athletes who have not achieved the entry standard.
Anti-Doping
Doping control procedures will be in place according to AC/CCES policies.
Warm-up
Athletes will enter McLeod Athletic Park via the athlete entrance from the parking lot off of 56 Ave. Competing athletes will have their uniform, spikes, and equipment checked again at the call room. Athletes have the option of warming up on the warm-up track and/or grass field located to the south of the facility. Athletes may also warm-up outside of the facility but must remember to bring their credential if exiting McLeod Athletic Park. Wheelchair racers may use the competition track for warm up before the morning sessions or during the afternoon track breaks. Note that only accredited coaches will be allowed in the warm-up areas.
Call Room
All athletes must present themselves to the first call room according to the scheduled check-in times as noted below. Athletes who fail to appear on time in the call room without a valid reason (i.e., medical certificate) may be excluded from participating in this and all further events in the Championships, including relays. Coaches are not allowed to enter the Call Room.
Athletes’ Call Room reporting times will be according to the following schedule. All times are prior to the scheduled start time of the event (and not the heat number):

Call Room officials will check the following in accordance with AC rules:
- Bib numbers
- Shoes and spikes
- Wheelchairs and seated throws chairs
- Uniforms
- Note: In accordance with National Team policies, athletes are not permitted to wear Team Canada uniforms during the Championships. Club/branch or sponsor uniforms only.
- In the interest of time, we recommend open or cinch bags or bags with limited pockets/zippers. Bags will be inspected to ensure that they do not contain any of the prohibited items listed below.
Items that will NOT be permitted beyond the Call Room:
- Electronic devices
- Cell phones, video/audio players, cameras, radio transmitters, etc.
- Medications (unless accompanied by a doctor’s note and TUE)
Spike Length
The maximum spike length allowed on the track and in the field is 7mm. The only exceptions are for high jump and javelin, where the maximum length is 9mm.
Relay Team
Relay forms must be completed and submitted to the TIC by 11AM on the day of the relay.

- Long Jump — 56 m
- Javelin — 35 m
- Pole Vault — 45 m
- High Jump
- When 2 pits in use — 23m each
- When 1 pot in use — 52.5 m
Scratch Deadline
The scratch deadline for the 2023 championships is listed below. Scratches must be received by 6PM PT the day prior to the event being scratched. Scratches can be submitted to scratches@athletics.ca or to the TIC. The chart below outlines the deadline for each day.

Protests and appeals
As referenced in the 2022 World Athletics Technical Rules book
Protests
8.3 Any protest shall be made orally to the Referee by an athlete, by someone acting on their behalf or by an official representative of a team. Such person or team may protest only if they are competing in the same round of the event to which the protest (or subsequent appeal) relates (or are competing in a competition in which a team points score is being conducted). To arrive at a fair decision, the Referee should consider any available evidence which they think necessary, including a film or picture produced by an official video recorder, or any other available video evidence. The Referee may decide on the protest or may refer the matter to the Jury of Appeal. If the Referee makes a decision, there shall be a right of appeal to the Jury. Where the Referee is not accessible or available, the protest should be made to them through the Technical Information Centre.
8.5 In a Field Event, if an athlete makes an immediate oral protest against having a trial judged as a failure, the Referee of the event may, if they are in any doubt, order that the trial be measured and the result recorded, in order to preserve the rights of all concerned. If the protested trial occurred:
- 8.5.1 during the first three rounds of trials of a horizontal Field Event in which more than eight athletes are competing, and the athlete would advance to any subsequent rounds of trials only if the protest or subsequent appeal was upheld; or
- 8.5.2in a vertical Field Event, where the athlete would advance to a higher height only if the protest or subsequent appeal is upheld,
the Referee may, if they are in any doubt, allow the athlete to continue competing “under protest” to preserve the rights of all concerned.
Appeals
8.7 An appeal to the Jury of Appeal must be made within 30 minutes:
- 8.7.1 of the official announcement of the amended result of an event arising from the decision made by the Referee; or
- 8.7.2 of the advice being given to those making the protest, where there is no amendment of any result.
It shall be in writing, signed by the athlete, by someone acting on their behalf or by an official representative of a team and shall be accompanied by a deposit of $50 CAD which will be forfeited if the appeal is not allowed. Such athlete or team may appeal only if they are competing in the same round of the event to which the appeal relates (or are competing in a competition on which a team points score is being conducted).
Note: The relevant Referee shall, after their decision on a protest, immediately inform the TIC of the time of the decision. If the Referee was unable to communicate this orally to the relevant team(s) /athlete (s), the official time of the announcement will be that of posting of the amended result or of the decision at the TIC.

Medical Services
A medical team will provide the necessary healthcare for the participants and spectators at the Canadian Championships. The organizing committee is responsible for providing medical services and facilities for the Championships. Health care and sports medicine services will be provided.
Medical services will include the following:
- Track side medical personnel throughout the event.
- A medical area where medical personnel/services will be available.
- An area for Athletics Canada’s Integrated Support Team (access will be restricted to CAPP athletes, carded athletes, and athletes selected for the 2023 World Championships Team).
Athletes or Team who wish to bring their own medical staff may use the tents available on the grass field located to the south of the facility. Space is made available on a first come first serve basis.
