Hugh Fraser and Catherine Pitre named to Athletics Canada’s Commissioner’s Office

Athletics Canada announced today that Mr. Justice Hugh Fraser has been named Acting Commissioner, and Catherine Pitre Alternate Commissioner, to Athletics Canada’s newly created Commissioner’s Office. Justice Hugh Fraser has served as Judge of the Ontario Court of Justice dating back to 1993, from 1988 to 1990 he was a member of the Dubin Commission Inquiry into the use of anabolic steroids and other banned substances in sport. He has also been a member of the Canadian Human Rights Tribunal, and Counsel for the Department of Justice. Mr. Fraser is also a past member of the Canadian Centre for Ethics in Sport Board of Directors, served as President for the Canadian Commonwealth Games Foundation and was Chef de Mission for the Canadian team at the first IAAF World Championships in Athletics (Helsinki, 1983). Fraser ran the 200-metres at the 1976 Olympic Games in Montreal, and also represented Canada the Pan American Games and Commonwealth Games.

Catherine Pitre is currently a Case Manager with the Sport Dispute Resolution Centre of Canada. She holds a Master in International Sports Law and previously worked as Registry Officer with the Immigration Branch of the Federal Court. Her community involvement experience includes work with the Canadian Olympic Committee at the Pan American Games, working as a Doping Control Officer, and as a Provincial Gymnastics Judge. Pitre holds numerous N.C.C.P. distinctions including level 3 Multi-Sport theory, level 3 Women’s Artistic Gymnastics, and level 2 in Trampoline and Artistic Gymnastics.      

The Commissioner’s Office was established to make informed decisions in four areas of Athletics Canada operations: Carding, Team Selection, Eligibility and Discipline. The Board of Directors vests the Commissioner’s Office to be the autonomous authority in these areas and to resolve disputes efficiently, effectively and fairly.
